The proper authorities have already deduced the true culprit's action-by-action plan, and they let you in on the details since you did your best.
It all started at Action 1, when the soon-to-be killer spent his time in the Teacher's Lab writing letters for all his classmates that would keep them away from the actual crime scene. He wrote on the letter addressed to the victim to meet at the Main Outdoors, and he slipped the letter into one of Classroom B's desks at Action 2. When the school bell rang at Action 3, the culprit went to his own Classroom A, and slipped the final letter into the desk of his other classmate on the way to his seat. At Action 4, he went to the Main Outdoors to prepare for the murder, capturing a Pichu here as well as picking some flowers that would make for an alibi later on. Action 5 was when the murder took place, and the killer used his Pichu to paralyze Floyd before pushing him off the cliffside. Floyd's neck broke from the fall, and the three Bidoof Floyd had captured jumped in after him. Finally, the killer went to the Student Lounge at Action 6 to decorate the place with flowers like he had written on his letter. Floyd's Bidoof pulled his body onto the dock around the time the body was discovered.
Yes, the true culprit of this case was...
